On this 6th day of June, A.D. 1876 personally appeared before me the Clerk of the District Court, a court of Record of the County and Territory aforesaid, Jasper N. Elder a resident of Fort Lemhi, County of Lemhi, Territory of Idaho who being by me first duly sworn according to law, on his oath disposes as follows, to wit;
I am the identical Jasper N. Elder who was enrolled on the 29th day of February 1864 in Company "C" of the 100 Reg't of Penn. Vols. commanded by Captain Critchlow and I was honorably discharged at Albany, N.Y. on the 31st day of July 1865 and my age is now 35 years. While in the Service aforesaid and in the line of my duty I received the following disability to wit;
I was wounded in the left Shoulder at the explosion of the mine at Petersburg, Va July 30 or 31st 1864. The wound was through my left Shoulder and disables me by weakness, and also breaks and runs about once a year.
Was in the Hospital 1st at Annapolis, Md. about 10th of Oct. 1864 left near 15th of Nov 1864 thence to Jarvis Hospital Baltimore MD. about 16th November 1864. Transferred to Veteran R.C. Feb 1st 1865 in Co. H. 11th Reght.
I have never been employed in the military or Naval Service of the United States otherwise than as above and I have never received nor applied for a pension. Since leaving the service I have resided in the States of Mo. & Pa. & Idaho Terr. and my occupation has been farming. Before my entry into the Service aforesaid I was of good Sound physical health, being at enrollment a Teacher in Public Schools and I am now partially disabled from obtaining my Subsistence by manual labor by reason of my disabilities above Stated, received in the Service of the United States and I make this Declaration in order to be placed on the Invalid Pension Roll of the United States: and I hereby appoint and empower, with full power of Substitution, Nathan W. Fitzgerald of Washington D.C. my true and lawful attorney to prosecute my Claim.
My Post Office address is Fort Lemhi, County of Lemhi and Territory of Idaho.

I have the honor to acknowledge the receipt from your Office of application for Pension No. 222110, and to return it herewith, with such information as is furnished by the files of this Office.
It appears from the Rolls on file in this Office that J. Newton Elder was enrolled and mustered into service as a Recruit on the 29th day of Feby 1864 at Allegheny City, in Co. C, 100 Regiment of Pa Volunteers, to serve 3 years, or during the war. On the Muster Roll of Co. C, of that Regiment, for the months of July and August, 1864 he is reported Prisoner of War. "He was wounded & taken prisoner in action at Weldon R.R., Va. July 30/64, confined in C.S. Mil. Prison, Richmond, Va. October 1, 1864, paroled at Varina, Va Oct. 8/64, admitted to Hosp'l Div. No. 2 at Annapolis, Md. Oct. 9/64, admitted to Jarvis Gen'l Hosp'l, Baltimore, Md. Nov. 28/64, transferred to Co. H. 11th Regt V.R.C. Feb. 24/65 by reason of Gunshot wound of left shoulder." (Regt was in action above date). Roll of Co. H 11th V.R.C. dated July 31/65, Albany, N.Y. repts. him as CSA J.N. Elder Pvt. Mustered out on that date per G.C. 116 A.G.O. June 17,1865.

Jasper N. Elder aged 37 years, a resident of the County of Lemhi, State of Idaho who being first duly sworn according to the law, deposes as follows: to wit;
I am a pensioner of the United States duly enrolled at the San Francisco Pension Agency at the rate of 4 dollars per month by reason of disability incurred in the military service of the United States while a member of Company C 100 Reg't. of Pa Vols., and my present physical condition is such that I believe I am entitled to receive an increased pension. I am now disabled in the following manner to wit:
Gunshot wound of left shoulder, ball passing upward fracturing collar bone -- buckshot passing in through neck and lodging against lower jaw bone on right side. I am getting continually worse and think my pension should be increased.
It is with full power of substitution that I hereby appoint Nathan W. Fitzgerald of Washington D.C. my true and lawful Attorney to prosecute my Claim. My Post Office address is at Fort Lemhi County of Lemhi, Territory of Idaho and the number of my certificate is 148326.

I hereby certify, That I have carefully examined Jasper N. Elder, late a Private Co. C 110 Reg't, P.A. Volunteers who was in the service of the United States, who is an APPLICANT for an invalid pension by reason of alleged disability resulting from Gun Shot Wound of Left Shoulder.
In my opinion the said Jasper N. Elder is Partially incapacitated for obtaining his subsistence by manual labor from the above stated.
Judging from his present condition, and from the evidence before me, it is my belief that the said disability did originate in the service aforesaid in the line of duty.
The disability is Permanent.
A more particular description of the applicant's condition is subjoined.
Height, 5 ft 8 in, weight, 148 lb complexion, Light, age, 36, pulse 84, respiration 28
A Partial loss of the use of the Left Arm. A contraction of the Muscles of Left Shoulder and arm. The appearance of recent Suppuration and to the Best of my Judgment said applicants Disability should be Rated Total Third grade, Eight Dollars (8) per month.

Upon Examination of said Jasper N. Elder I find that a Ball and Two Buckshot Entered the left Shoulder near the center of the Scapula fracturing the entire bone and passed out above the Clavicle bone.
I find also a Buckshot imbeded in the left lower jaw and traces of its passage across the Neck. Also traces of a Shot having been removed from under the Clavicle bone which to all appearance was received at the same time and the applicant says he received at the distance of a few feet.
The Muscles of the Shoulder are contracted and the Cavity is large and deep and has the appearance of recent Suppuration which the applicant says is the case and that there is a Disability which in my opinion should be rated Total Third grade (8) eight dollars a month.

It appears from the records filed in this Office, that Jasper N. Elder, Private, Co. "C" 100 Pa Vols, was admitted to Div. No. 2 Gen Hosp Annapolis, Md. Oct. 9, 1864 from Steamer George Leary with flesh wound left shoulder (gunshot) received at Petersburg, Va July 30, 1864. Was furloughed Nov. 20, '64 re-admitted Nov. 24, '64, transferred Nov. 27, '64.

It is hereby certified That Jasper N. Elder formerly a Private of Captain Critchtow's Company, in the 100 Regiment of P.A. Vols, in the war of 1864 who is now paid at San Francisco Agency at the rate of 6 dollars per month, on account as he states of Gun Shot Wounds in Left Shoulder and right-side of Neck and Jaw received while in the line of duty in the military service of the United States, on or about the 30th day of July, 1864, at a place called Petersburg, in the State of Virginia is still suffering in consequence of said Wounds in Left Shoulder.
The disability originates entirely from the injury or disease in account of which he was originally pensioned as follows:
Height 5 ft 8 inches, weight 145 lbs, complexion light age 37 yrs, respiration 28, pulse 88.
The Scapula has been badly fractured. The muscles of the arm and shoulder are contracted. Apparently a Soft Tumor between the acrimion process and Clavicle of which the applicant Complains. Wound apparently caused by a Ball and 3 Buckshot. Ball Passed out above the clavicle with one Shot now in Right Jaw and one removed by Surgeon at time of receiving wound which caused Severe Hemorrhage nearly Proved fatal. Applicant complains of Paroxysms of Suffocation which in my opinion is caused by Injury to Left Lung. Applicant is a Strictly Temperate man. I often See him at work using only his Right hand. In my opinion the Present Pension is Entirely to Small. The disability is Permanent.
I find his disability, as described above, to be equal to and entitling him to 3rd grade disability in Excess of Total or $12.00 per month.

The applicant states that he is now paid at the agency for a Partial disability, on account of Gun Shot wound, and that he applies for increase on the ground that the present rating is too low and that there has been an actual increase of the disability.
He states that he is 42 years of age, that he weighs 142 pounds, and that he is 5 feet 9 inches in height.
His pulse-rate per minute is 72, his respiration 20, and his temperature 97.
The examination reveals the following conditions:
A G.W.S. of left shoulder. Ball entering left Scapula and passing out at Clavicle. I also find a buckshot in left lower jaw which can be traced from the Shoulder. Am of the opinion the Shot was a Ball and 3 Buckshot as it passed out above and below Clavicle. The principle trouble is consecutive abscesses which occur frequently and discharge from 2 to 3 quarts at a time Greatly Endangering applicant's life and it is my opinion it will cause his death as the disability is Increasing. I have been his Physician for 8 years and can see that he is failing each year.
There is atrophy of all his muscles of the shoulder and arm. Greatly impaired motion, especially in raising the arm. He has been confined to his Bed a Portion of the Past winter by reason of this wound. Is very destitute and the people have been aiding him by subscription. Is a strictly temperate man.
In my opinion applicant is totally unfit to perform any manual labor.
His general health is Poor and failing and in my opinion death is liable to occur at any time.
Judging from the condition and history of the claimant, it is my opinion the disability was incurred in the service as claimed, and that it is not aggravated or protracted by vicious habits.
I find the disability as above described to entitle him to a Total rating.

Declaration for the Increase of an Invalid Pension

On this _____ day of _____ , A.D. one thousand eight hundred and eighty four personally appeared before me Clerk of the District Court of the 3rd District within and for the county and Territory aforesaid, Jasper N. Elder, aged 42 years, a resident of the town of Salmon City, county of Lemhi, Territory of Idaho, who being duly sworn according to law, declares that he is a pensioner of the United states, enrolled at the San Francisco Pension Agency at the rate of Six dollars per month by reason of disability from a gun-shot wound through left shoulder incurred in the military service of the United States while a private in company C, 100th regiment Pennsylvania Volunteers.
That he believes himself to be entitled to an increase of pension on account of disability having been formerly rated too low, and on account of an increase of the disability. This increase of disability consists chiefly of sickness and great pain when attempting to perform labor, which pain and sickness are caused by said wound, which frequently breaks and thereby, for a time, causes entire disability to perform any labor whatever, and also causes great pain.

Stephen G. Mansfull, residing near Salmon City, in said County of Lemhi, Territory aforesaid, being duly sworn, says: I have resided in this County since 1877. I am now residing near Salmon City in this County, and engaged in the business of farming. I know Jasper N. Elder. He is the person who has according to my information and belief, applied for increase (of pension) No. 148362. I became acquainted with him in 1878; and ever since 1879, he and I have lived near neighbors to each other and been intimately acquainted. I am not in any way interested in his application for increase. It is my firm belief that he is not reasonably capable of performing any manual labor whatever. He has at intervals, done some work on the farm, and his wound has always been aggravated thereby producing great pain and prostration. According to the best of my knowledge and belief, he is not skilled in any trade or mechanical art, and is not capable of engaging successfully in any profession. He is strictly temperate and regular in his habits. He has a wife and four children dependent upon him for support, and he is in very straitened circumstances.

N. I. Andrews of Salmon City in said county and Territory, being duly sworn says: I have resided in this county since 1867. I am at present residing at said Salmon City, and engaged in merchandising. I have known Jasper N. Elder since 1875. He has resided in this county continuously since that time. He has resided at Salmon City since April 1880. He is the same person, who has, as I am informed and believe, made claim for increase (of pension) No. 148326. I am not interested in said claim. I have met the said Jasper N. Elder frequently since he came into this county and I am well acquainted with him. and I have at times examined the wound in his left shoulder, upon which he filed his claim for a pension. it is my belief that he is not capable of performing any manual labor except at rare intervals, and then not without pain and danger of aggravating his wound, causing it to break and discharge and thereby to produce great suffering and debility. My belief is based upon my knowledge of the character and extent of his wound, and upon my frequent observation of what appears to me to be the consequence of his performing manual labor. I do not think he possesses the requisite skill to perform any light skilled labor successfully, nor do I think he is qualified to practice any profession successfully. He is not dissipated in any manner whatever; and he has a wife and four children and is in very straitened circumstances.

On this 7th day of September, A.D. one thousand nine hundred and eighteen, personally appeared before me, a Clerk of the District Court within and for the county and State aforesaid, Jasper N. Elder who, being duly sworn according to law, declares that he is 77 years of age, and a resident of Salmon, county of Lemhi, State of Idaho; and that he is the identical person who was enrolled at Allegheny, Pennsylvania, under the name of Jasper N. Elder on the 29th day of February, 1864, as a private, in Co. "C" "100" Regiment, Pennsylvania Volunteers in the service of the United states, in the Civil war, and was honorably discharged at Albany, N.Y. on the 31st day of July, 1865.
That his personal description at enlistment was as follows: Height, 5 feet 8 inches, complexion, Fair, color of eyes Blue, color of hair Light, that his occupation was Teacher, that he was born December 28, 1840 at Butler County, Pennsylvania.
That his several places of residence since leaving the service have been a follows:

Elder, who being duly sworn according to law, declares that he is 79 years of age, and resident of Salmon, county of Lemhi, State of Idaho, and that he is the identical person who was ENROLLED at Allegheny City, Pa. under the name of Jasper N. Elder on the 29th day of February 1864 as a private in Co. C. Reg. 100 Pa. Vol. Inf. in the service of the United States, in the Civil War and was HONORABLY DISCHARGED at Albany, New York on the 31st day of July 1865.
That he was not employed in the military or naval service of the United States otherwise than as stated above. That his personal description at enlistment was as follows: Height 5 feet 8 inches; complexion light; color of eyes blue; color of hair auburn; that his occupation was teacher that he was born Dec. 28th, 1840 at Harrisville, Pa. Butler County. State in this space the nature of the disability by reason of which the regular personal aid and attendance of another person is required: General mental and physical disability and break-down and loss of eyesight.

Elder out of his own private funds and that he is entitled to reimbursement therefore and that he is entitled to the pension of said deceased from the first day of August, 1923, to August 19th, the date of the death of said deceased.
